COMMUNITY - OPAM-1 & 2
SECTION I. ISSUE AREA
The issue area which combines community need with
membership interests for the Junior League of Odessa, Inc. is
AT-RISK FAMILIES.
SECTION II. IMPACT AREA
The impact area, which identifies the specific
issue within the larger area of need for the Junior League of
Odessa, Inc., is SUPPORT FOR AT-RISK FAMILIES.
SECTION III. JLO NICHE WITH IMPACT
AREA
The impact areas, which identify the specific
issues within the larger area of need for the Junior League of
Odessa, Inc. are CHILD ADVOCACY, ELDERLY CARE & LITERACY.
SECTION IV. POLICY STATEMENT
4.1 The Junior League of Odessa, Inc. shall
adopt External Policies which provide the basis for external
activities. All external activities shall be compatible with
the stated purposes of the Association of Junior Leagues and
this League and shall be consistent with the Bylaws of the
Junior League of Odessa, Inc. and with IRS regulations.
4.2 An External Policy defines an issue of interest and
describes the desired goals consistent with the beliefs,
values and purposes of the Junior League of Odessa, Inc. An
External Policy is developed by the Public Affairs Committee
and voted on by 2/3 of the membership (see also Operation
Policies Approved by the Board, Community Section 1.3.). The
Junior League of Odessa, Inc. shall build its external
strategic plan, develop community programs or take public
action only on the basis of External Policies.
4.3 The following policy statement articulates the desired
outcome the Junior
League of Odessa, Inc. wants to achieve and guides all
programming:
4.3.1 We believe in the value of families and that assisting
and supporting families in their physical, emotional, &
social needs will enhance the quality of family life.
CHILD ADVOCACY
4.3.2. We believe in the worth of every child and we believe
that helping children build and maintain a positive self image
enables that child to face the world with optimism, confidence
and expectations of success.
4.3.3. We believe that support for agencies and programs
committed to child abuse education and intervention will
encourage the prevention of child abuse.
4.3.4. We believe that children and adolescents should have
fair and equal treatment under the law.
4.3.5. We believe that parenting skills education should be
available for the benefit of families and children.
ELDERLY CARE
4.3.6. We believe that the elderly should have access to
compassionate and skilled care.
4.3.7. We believe in services and support to assist families
in caring for their elderly relatives.
4.3.8. We are committed to improving the psychological and
social needs of elderly citizens to improve their quality of
life.
4.3.9. We believe all members of our community should be
educated to understand the circumstances unique to aging.
LITERACY
4.3.10. We believe that literacy is important for the
continued growth and development of the community.
4.3.11. We believe all children, adolescents and adults should
have access to the opportunities and services essential for
the elimination of illiteracy.
4.3.12. We support efforts to redress intergenerational
illiteracy.

The Community Relations committee is
responsible for the plan for publicity as well as any
promotional material for the JLO. This committee oversees the
Done-In-A-Day projects and is responsible for the Salvation
Army Toy Tea and the W. D. Noel Volunteer Luncheon. They
develop an overall plan concerning the programs of the JLO and
updates marketing material.
